Role of Public Administration in Strengthening Primary Health Care Services in Himachal Pradesh: An Administrative Perspective

Abstract

<p>Primary Health Care (PHC) represents the foundation of an efficient and equitable healthcare system. In a geographically diverse state like Himachal Pradesh, effective administration plays a crucial role in ensuring accessibility, affordability, and quality healthcare services, particularly in rural and remote areas. Public administration provides the institutional framework through which health policies are implemented, resources are managed, healthcare institutions are coordinated, and accountability mechanisms are developed.</p>

<p>The present study examines the role of public administration in strengthening Primary Health Care services in Himachal Pradesh. The study analyses administrative structures, governance mechanisms, policy implementation, human resource management, and challenges affecting healthcare delivery. The research is based on secondary data collected from government reports, National Health Mission documents, health policy publications, and existing academic literature. The findings indicate that administrative initiatives such as decentralised health planning, strengthening of Health and Wellness Centres, community participation, digital health management, and implementation of national health programmes have contributed towards improving primary healthcare delivery. However, geographical constraints, shortage of healthcare personnel, infrastructure limitations, and administrative coordination issues continue to affect the efficiency of the system.</p>

<p>The study concludes that strengthening administrative capacity, improving accountability mechanisms, enhancing inter-sectoral coordination, and adopting region-specific strategies are essential for sustainable development of primary healthcare services in Himachal Pradesh.</p>
